If you suspect a child under the age of 18 is being abused – you are obligated morally and legally to act.
Whom can I contact?
Welfare services – the Ministry of Welfare and Social Affairs operates departments for social services in every neighborhood or region.

Who has a legal obligation to report maltreatment of minors?
Any adult citizen who has reasonable grounds to believe an offense (sexual crime, maltreatment, neglect or assault that caused injury) has been committed against a minor by the person responsible for the minor or by a family member under the age of 18 years, is required by law to report.
You can report to a Youth Law social worker, a protection center, or the police
Failure to report is a criminal offense. The penalty for violating the obligation to report is 3-6 months.
The reporter is not required to prove the abuse or know of it with certainty. Reporting suspected abuse constitutes a request for professional examination.
Anyone who reports in good faith is legally protected from any criminal or civil prosecution.
